Implementation Plan for Ninth Graders' State Assessment
In 2028, Ukraine plans to conduct a full State Final Assessment (DPA) for ninth-grade students in two main areas: language and literature, and mathematics. However, the full implementation of this system will not occur before 2029.
According to the Ukrainian Center for Educational Quality Assessment, in autumn 2026, a trial of specific tools and procedures for the DPA at the ninth-grade level in language and literature (state language) and mathematics will take place.
About 2000 tenth-grade students from institutions that piloted the educational-methodological support of the New Ukrainian School will participate in the trial.
The continuation of the DPA-9 piloting is scheduled for 2027.
"Refined tools and procedures for assessing student achievements based on the results of the 2026 trial will be tested, including using a specialized educational platform currently being developed by IT specialists," the UCEQA reports.
Additionally, the initial testing of tools from other educational areas – civic, historical, natural sciences, information technology, and foreign languages – is planned for 2027.
By 2028, the full launch of DPA-9 in the two main areas – language and literature (state language) and mathematics is expected. Simultaneously, additional piloting of tools and procedures for other areas will continue.
Thus, comprehensive implementation of DPA-9 as a cohesive system is possible no earlier than 2029, according to UCEQA.
It is also worth noting that starting from 2027, fourth-grade students in Ukrainian schools will take the State Final Assessment (DPA) in the form of external independent assessment (ZNO).
